၂၀၁၇ခုႏွစ္၊ေမလ ၁၀ ရက္ေန႕တြင္ အႀကိဳေလ့လာဆန္းစစ္မႈအစီရင္ခံစာမူႀကမ္းကိုစီမံကိန္းတြင္ ပါဝင္ဆက္ႏြယ္သူမ်ားအားရွင္းလင္းျပသခဲ့ၿပီးအၾကံျပဳခ်က္မ်ားႏွင့္သံုးသပ္ခ်က္မ်ားအားရယူခဲ့ပါ သည္။ အၾကံျပဳခ်က္မ်ားအေနျဖင့္ အႀကိဳေလ့လာဆန္းစစ္မႈအစီရင္ခံစာမူၾကမ္းကို ၂ ပတ္အတြင္းအၿပီးသပ္၍ ေနာက္ဆံုးအစီရင္ခံစာအားေကအဲန္ယူစီးပြားေရးေကာ္မတီသို႔တင္ျပ၍ ေလ့လာဆန္းစစ္မႈကိုဆက္လက္လုပ္ေဆာင္ရန္သင့္မသင့္အားဆံုးျဖတ္ရန္ႏွင့္ ေဒသခံလူထုမ်ားႏွင့္ ေလ့လာဆန္းစစ္မႈ(feasibility study) အားဆက္လက္လုပ္ေဆာင္ရန္ေဆြးေႏြးညႇိႏိႈင္းတိုင္ပင္ရန္ ျဖစ္ပါသည္။ ေကအဲန္ယူမွ ၄င္း၏စီးပြားေရးေကာ္မတီသို႔ အတည္ျပဳခ်က္ေတာင္းခံျခင္းသည္ လုပ္ေဆာင္ရမည့္လုပ္ငန္းစဥ္တစ္ခုျဖစ္ၿပီးေကအဲန္ယူ၏စီးပြားေရးလုပ္ငန္းမ်ားဖြံ႕ၿဖိဳးေရးက႑သည္ေကအဲန္ယူစီးပြားေရးေကာ္မတီ၏လုပ္ငန္းတာဝန္တစ္ရပ္ျဖစ္ပါသည္။ အဆိုပါအၾကံျပဳခ်က္မ်ား အတိုင္း သူးေလးကုမၼဏီမွ အစီရင္ခံစာကိုေခ်ာသပ္ႏိုင္ေရးအားလုပ္ေဆာင္လ်က္ရွိပါသည္။
ေကအဲန္ယူစီးပြားေရးေကာ္မတီ၏အတြင္ေရးမွဴးပဒိုမန္းဘထြန္းမွအဖြင့္အမွာစကားေျပာၾကားၿပီး ေနာက္ေနာ္ေဝးေရအရင္းအျမစ္ႏွင့္စြမ္းအင္ဝန္ႀကီးမွကိုယ္စားလွယ္(NVE) မွ အႀကိဳ ေလ့လာ ဆန္းစစ္မႈအစီရင္ခံစာမူႀကမ္းကိုရွင္းလင္းျပသခဲ့ပါသည္။
နံနက္ပိုင္းအစီအစဥ္မ်ားအၿပီးတြင္ အဲန္ဗီအီးႏွင့္ေကအဲန္ယူတို႔မွ သက္ဆိုင္ရာအဖြဲ႕အစည္းမ်ားႏွင့္ စီမံကိန္းႏွင့္ပတ္သက္ဆက္ႏြယ္သူမ်ား၏သံုးသပ္ခ်က္မ်ားႏွင့္ေမးခြန္းမ်ားကိုေျဖၾကားခဲ့ပါသည္။ ထို႔ေနာက္HOPE international မွအၾကံေပးပုဂၢိဳလ္ Stephen Gray မွ ၄င္းတို႔၏အခန္းက႑ ကိုရွင္းလင္းေျပာၾကားခဲ့ပါသည္။ထို႔အျပင္ ေဒသခံလူထုႏွင့္သူးေလးကုမၼဏီတို႔အၾကားဆက္သြယ္မႈ အလစ္ဟင္းေစရန္အတြက္ အေရးေပၚဆက္သြယ္မႈလုိင္းစီစဥ္ထားရွိရန္ေဆြးေႏြးေျပာၾကားခဲ့ပါ သည္။
၂၀၁၆ခုႏွစ္၊ဒီဇင္ဘာလအတြင္းသူးေလးကုမၼဏီသည္ အႀကိဳေလ့လာဆန္းစစ္မႈမ်ားျဖစ္သည့္ လူမႈဝန္းက်င္ႏွင့္သဘာဝဝန္းက်င္းေပၚအက်ိဳးသက္ေရာက္မႈမ်ားအားေလ့လာဆန္းစစ္ျခင္း၊နည္း ပညာပိုင္းဆိုင္ရာေလ့လာဆန္းစစ္မႈမ်ားႏွင့္ေရမ်က္နွာျပင္အေျခအေနအားေလ့လာဆန္းစစ္ႏို္င္ရန္ အတြက္ၾကိဳတင္ျပင္ဆင္ျခင္းမ်ားကိုလုပ္ေဆာင္ခဲ့ပါသည္။
Statement on Sharing of Pre-feasibility report to people residing in Karen Homelands
On 10th May 2017, a draft pre-feasibility study report was presented to community actors with some comments and recommendations raised during the presentation. This included a review of the draft feasibility report to be finalized within two weeks and presented to KEC (KNU Economic Committee), in order to decide whether a feasibility study would be worth further investigation and consultation with local community actors. This is inline with the procedure of the KNU to seek approval from the KNU Central Economics Committee, as they are the committee responsible for economic development the KNU areas.Upon the following recommendation, Thoolei Company Ltd. is now working on the finalizing of the draft report.
After opening remarks by P’dohMan Ba Hutn (KNU Economic Committee), representatives from Norwegian Water Resources and Energy Directorate (NVE) gave presentations on the draft pre-feasibility study to community actors.
After the morning session, NVE and KNU listened to the questions and feedback from the concerned organizations and community actors. Furthermore, Steven Gray (Strategic Advisor) from HOPE International explained the role of HOPE on this project. Also, so that there is no communication gap between community actors and Thoolei Company Ltd., a hotline will be established and communication staff will contact concerned community actors in the future.
During December 2016,Thoolei has been conducting a pre-feasibility study on the potential project areas, which include environmental impact assessment, social impact assessment and technical assessment and installation of a gauging station to keep track of changes in water level.

On 2017, May 8th and May 10th, pre-feasibility draft report was presented to community actors at Kyauk Kyi Township and Mae Sout. The purpose of the meeting to received comments and recommendation from the the community actors.
According to the morning session, NVE presented the pre-feasibility draft report to the community actors and after that session, feedback on the presentation, comments and recommendation were raised by concerned with the pre-feasibility report and Bawgata Hydro Power Project. Now, for the report to be able to finalize, the pre-feasibility draft report was being reviewed based on the comments and recommendations raised during the meeting.

In November and December 2016 site visits were conducted for the pre-feasibility study. These included environmental assessments, technical assessments, and social consultations using free prior and informed consent (FPIC) methodology. The possible hydropower development options are detailed in this presentation. Only the low impact options are being explored.

In October 2016 consultations were held with Karen civil society organisations in Mae Sot, on the Thai border. The purpose of these consultations was to present a proposal to explore as part of the feasibility study only the low environmental and social impact options for possible development of the Bawgata project. The civil society organisations present gave their consent for the pre feasibility study to proceed, provided that communities in the project site were in agreement.
