ျမန္မာႏိုင္ငံ၊ပဲခူးတိုင္းေဒသတြင္ေဘာဂထာေရအားလွ်ပ္စစ္ထုတ္လုပ္ေရးစီမံကိန္းအၾကိဳေလ့လာဆန္းစစ္မႈကို ေနာ္ကြန္းစားလ္ေအအက္(စ္)(Norconsult AS) ႏွင့္ေနာ္ေဝးႏိုင္ငံေရအရင္းအျမစ္ႏွင့္စြမ္းအင္ ႀကီး ၾကပ္ေရး (Norwegian Water Resources and Energy Directorate-NVE)ႏွင့္သူးေလးကုမၸဏီ တို႔အတူ ပူးေပါင္း အေကာင္အထည္ေဖာ္ေဆာင္ရြက္ခဲ့ပါသည္။ ယခုေလ့လာေတြ႔ရွိခ်က္မ်ားအား အသံုးျပဳေဆာင္ရြက္မည့္အဖြဲ႕ အစည္းမွာသူးေလးကုမၸဏီလီမိတက္ (Thoolei Company Limited) ျဖစ္ပါသည္။၂၀၁၆ခုႏွစ္၊ဒီဇင္ဘာလတြင္ NVE ႏွင့္ Thoolei company တို႕ပူးေပါင္း၍အႀကိဳေလ့လာဆန္းစစ္မႈကို မူသယ္ႏွင့္ေဘာကထေအာက္ပိုင္း တို႔တြင္လုပ္ေဆာင္ခဲ့ပါသည္။ယခုအႀကိမ္လုပ္ေဆာင္မႈတြင္ေအာက္ေဖာ္ျပပါအေၾကာင္းအရာမ်ားအားအေျခခံ၍ ေလ့လာဆန္းစစ္ခဲ့ပါသည္။

အထက္ေဖာ္ျပပါေလ့လာဆန္းစစ္မႈတို႔သည္စီမံကိန္းလုပ္ေဆာင္မည့္ေဒသတြင္သြားေရာက္၍ Gauging station တပ္္ဆင္ျခင္း၊ေရစီးႏႈန္းအေျပာင္းလဲမႈမ်ားကိုတိုင္းတာျခင္း၊အနည္ထိုင္မႈ၊ ေျမမ်က္ႏွာ သြင္ျပင္အေနအထားမ်ား၊စီမံခ်က္လုပ္ေဆာင္ရန္ရာထားသည့္ေဒသအတြင္းေနထိုင္သူမ်ားႏွင့္ေဆြးေႏြးပြဲအစည္းအေဝးမ်ားျပဳလုပ္ျခင္း၊သက္ဆိုင္ရာအစိုးရဌာနမွတာဝန္ရွိသူမ်ားႏွင့္ေတြ႕ဆံုေမးျမန္း ျခင္း၊ ေဒသခံမ်ားႏွင့္ေတြ႕ဆံုေမးျမန္းျခင္းမ်ားႏွင့္ရပ္ရြာ၏အေျခခံအခ်က္အလက္(Baseline data) ေကာက္ယူျခင္း တို႔ကို လုပ္ေဆာင္ခဲ့ၾကပါသည္။
လက္ရွိတြင္အၾကိဳေလ့လာဆန္းစစ္မႈအစီရင္ခံစာမူၾကမ္းကို ျပန္လည္စိစစ္သံုးသပ္ဆဲျဖစ္ပါသည္။
Norconsult AS has been engaged by Norwegian Water Resources and Energy
Directorate (NVE) to conduct a Pre-feasibility Study of Bawgata Hydropower Project in Bago Region, Myanmar. The end-client for the Pre-Feasibility Study is Thoolei Company Ltd. On December 2016, NVE and Thoo Lei Company conducted a Pre-feasibility Study at Mu Thea and Bawgata (Auk). The Pre-feasibility Study is inclusive of the following key components:
- Environment Impact Assessment
- Social Impact Assessment
- Technical Assessment
- Gauging Station Installation Assessment
Pre-Feasibility Study – Objectives
The overall purpose of a Pre-Feasibility Study is to select and appraise projects worthy of further investigation.
Other objectives of a Pre-Feasibility Study are to:
– Establish the need and justification for the project
– Identify basic layout and generating potential of project alternative(s)
– Provide preliminary cost and production estimates
– Determine the technical and economic feasibility of the project
– Provide an initial assessment of the environmental and social impacts
– Formulate a plan for developing the project
– Make recommendations for further action
During December 2016, the following assessments were conducted, such as potential installation of gauging station, measuring of current, sedimentation, geological features, public consultation meetings, interviews with local communities and individuals, interviews with officials of the concerned governmental department and collected baseline data in potential impact areas.
As it stands, the Draft Pre-feasibility Study is being reviewed. Further updates on the results of the study will be published in due course.
